EXPOSED: Russian Troops On US Soil To Aid FEMA

Russian troops on American soil are supposedly only here to offer “assistance” to FEMA during emergencies and disasters. According to media reports, 15,000 Russian troops have been requested by the Obama administration for this “training” exercise on American soil.

Russian troops began carrying out joint anti-terrorism drills in America last May. US Defense Press Officer Commander Wendy L. Snyder had this to say about the Russian soldiers on US military bases:

“This is part of a formal bilateral exchange program between the US and Russia that seeks to develop transparency and promote defense reform.”

Transparency has been the keyword of choice for the Obama administration—which has been anything but. When approximately 20 airborne Russian troops arrived at Fort Carson in Colorado last year, it was the first time soldiers from the country had ever engaged in military training on American soil. The foreign soldiers supposedly were trained on how to target terrorists in America.

The existence of Russian troops in America has bolstered both concern and anger about United Nations-prompted global peacekeeping force. Representative of both President Barack Obama and Vladimir Putin met last week in Washington, D.C. The meeting was a part of the Russian Bilateral Presidential Commission Working Group on Emergency Situations and seventeenth meeting of Joint US-Russian Cooperation Committee.

A press release issued by the Ministry of the Russian Federation for Civil Defense stated that both countries are now cooperating in an exchange of experts for “joint rescue operations” purposes. The group of Russian soldiers reportedly includes trainers, rescuers, and military security teams.

An excerpt from the Russian ministry release reads:

“The Russian Emergency Situations Ministry and the USA Federal Emergency Management Agency (FEMA) are going to exchange experts during joint rescue operations in major disasters. This is provided by a protocol of the fourth meeting of the U.S.-Russia Bilateral Presidential Commission Working Group on Emergency Situations and seventeenth meeting of Joint U.S.-Russia Cooperation Committee on Emergency Situations, which took place in Washington on 25 June.

The document provides for expert cooperation in disaster response operations and to study the latest practices. In addition, the parties approved of U.S.-Russian cooperation in this field in 2013-2014, which envisages exchange of experience including in monitoring and forecasting emergency situations, training of rescuers, development of mine-rescuing and provision of security at mass events.”

The Russian ministry release goes on to state that both the governmental parties involved were satisfied with the level of cooperation between the two nation and expressed a combined desire to develop the emergency response necessary to efficiently respond to “all kinds of disasters.” Would civil unrest due to a continued disrespectful attitude towards the Constitution and the usurping of our guaranteed rights constitute the type of emergency or disaster which would garner a response by Russian troops?

When Russian soldiers first appeared within the United States last year, Captain William Geddes of the US Army Reserve deemed the situation illegal under the Posse Comitatus Act. Violation of the federal act was also called into question during the Waco compound stand-off two decades ago. Captain Geddes stated that it is against federal statute to use American troops for police patrols. He considers the potential use of foreign troops an even further perversion of the Posse Comitatus Act.

russian troops at American baseIf Russian troops are ever deployed on American soil to aid in a natural or man-made disaster, it does seem like an outright violation of the intent of the Posse Comitatus Act. What would happen if a United States citizen was given an order to disperse or evacuate by a foreign soldier and refused to adhere to the instruction? I would quickly move as legally directed to do so by a police officer, firefighter, or American soldier, but would give no credence at all to a similar order from a foreign soldier.

A renewed look at the US Department of State Publication 7277 was prompted as rumors about Russian troops in America began circulating. The document was released in 1961, but went viral only recently.

An excerpt from the “Disarmament Series 5” report reads:

“A strenuous and uninterrupted effort must be made toward the goal of general and complete disarmament; at the same time, it is important that specific measures be put into effect as soon as possible. The control organization must have the manpower, facilities, and effectiveness to assure that limitations or reductions take place as agreed. It must also be able to certify to all states that retained forces and armaments do not exceed those permitted at any stage of the disarmament process.”

The decades old US Department of State publication goes on to state that international peace-keeping efforts will only be successful through a series of progressive strengthening of international institutions under the United Nations. The report also suggests that a United Nations Peace Force be used to enforce peace as the disarmament process progresses.

The Freedom From War portion of the governmental report reads:

“The over-all goal of the United States is a free, secure, and peaceful world of independent states adhering to common standards of justice and international conduct and subjecting the use of force to the rule of law; a world which has achieved general and complete disarmament under effective international control; and a world in which adjustment to change takes place in accordance with the principles of the United Nations. The elimination from national arsenals of all armaments, including all weapons of mass destruction and the means for their delivery, other than those required for a United Nations Peace Force and for maintaining internal order.”

The FEMA training of Russian troops also has some concerned about foreign soldiers being used as a security force at public events. The wording of the release by the Russian ministry appears to some to suggest that happenings designated as “National Special Security Events” by the Department of Homeland Security (DHS) could now utilize foreign soldiers as a party of the safety detail. Events which reportedly fall under such a heading could include the Super Bowl, presidential inaugurations, the G8 and other international summits.

The United States boasts the best trained fighting force in the entire world. We do not need and should not be forced to rely on foreign troops to aid FEMA during any type of emergency. If the need for more boots on the ground truly exists, then President Barack Obama should bring soldiers home from the multitude of bases we still operate (at quite an extensive expense) around the globe. Perhaps some of the countries which we have been taking care of since World War II could learn to stand on their own two feet, defensively speaking, if we brought our men and women home to better protect our own nation.

Since the current rogue government in Washington, D.C., refuses to identify Muslims as terrorists but often cites Tea Party members, veterans, evangelicals, and other conservatives as potential terrorists, does anyone need to be told who the communists are preparing to slaughter?

    This is what 30-round magazines are for, people. Don’t let the anti-gun nuts change the dialogue regarding hunting and target shooting.

    Once again politicans are making rules that go against the US Constitution. Russian soldiers on US soil should not be tolerated. Washington kicked the British out during the American Revolution and I supopose we will have to do it again with the Russians. Appears, that some of those in power, are doing their best to destroy America and it’s sovernity. We have a Constitution and Bill of Rights that they ignore. I thought they were sworn to protect and defend America. I guess I was wrong? God Bless America. SP

  4. I would like a larger degree of corroboration in terms of video, photography, and secondary reporting before I’ll believe this.

You can’t drop 15,000 troops of any nationality down anywhere without running across people who have run into them. For instance, I served as a U.S. Marine in Camp Lejeune, NC. There are, at any given time, around 60,000 Marines stationed there. We have an insanely large footprint out in Jacksonville and the outlying regions of North Carolina because of this. You see Marines walking around ALL THE TIME. Now imagine there were 15,000 Russian troops on the ground. Someone would run into them pretty quickly – whether at a bar or a strip club or even a restaurant. There’s no way they could pass undetected. If so, then show me some pictures and video.

    This. This report here tells me nothing. If you want to convince anyone, you need to at least have the minute amount of journalistic integrity to properly cite your sources and ensure that there is a decent fidelity in your reporting. Anonymous sources aside (which I respect), you need to show evidence.

    • James England, when is the last time you saw CNN provide any evidence for the propoganda spewed out daily around the world??? Do a google search and look at all the different stories. Do your own research and try to follow the bouncing ball…..the trail of deception and constitutional violations is plain to see for any objective viewer willing to do a small bit of research.

      • I have never relied upon CNN to tell me anything. But I do read The Guardian, Al-Jazeera and quite a variety of sub-main media – all of whom DO cite their sources, demonstrate with photography and video, and corroborate amongst multiple human sources.

        And I’ve done plenty of my own research – which is exactly why I don’t trust a single-source account which has purportedly jumped around from numbers ranging from twenty to fifty thousand.

        Show me pictures of Russian troops on US soil with a GPS lat/long marker and this argument vanishes. The technology to do this very simple procedure and can be done even with a smart phone. This isn’t the 1990s where GPS devices were rare and cell phones were awkward devices with no cameras attached.

    • There were a lot of people, including the Jews themselves, who would not believe that the Fatherland could be responsible for anything like concentration and extermination camps for Jews and other non Aryan misfits. Surely, no news agency was reporting any such thing, so how could it be?

      • That argument would be well and good except we live in the age of mass media consumption. A teenager with a smart phone can report the undeniable presence and movement of Russian troops. In the 1930s, all you had were eye-witness accounts and human intelligence is always dubious at best. Now, if people are capable of filming cops doing horrible shit and compromise databases containing millions of damaging documents – you think someone would be able to locate, photograph, and document 15,000 Russian troops.

    • I have to agree with you. But my reason is not because we aren’t seeing them. If they wanted to do this hush-hush they’d bring them in as civilians. The real reason I’m skeptical is because there’s no record of this anywhere, NONE whatsoever. When the DHS was purchasing all the bullets, there was a paper trail. You could find and read all the docs for yourself. This one, there’s nothing ANYWHERE. I found a short blurb on Emercon’s site about this cooperation, and one another siting 20 Russians training at Fort Peddleton. Hardly an army. I heard 15K, then 50K, but where are these numbers coming from? “Undisclosed source” isn’t good enough for me, especially if they “allegedly claim”.

      • American schools do not require their students to learn two languages. Schools in most of the developed nations of the world require the teaching of a second language which has primarily been english. I know many people from foreign lands who speak english with no detectable accent. People from Russia or the Ukraine for instance, the new U.S. backed billionaire president Petro Poroshenko, look like most Americans. The American overthrow of the Ukraine is most likely what they were being trained for. It is acts such as these that keep us in the position of most hated nation. If you want to understand what is really going on in this world and who is pulling the strings, you need look no further than the Federal Reserve. Russia, China , Australia, and other great nations, understand who is in control of the dollar. The various scenario’s being fed to the American public regarding Russia as a threat to the U.S. is a strong arm tactic. The owners of the U.S. dollar have a plan for the world. To date any leader of a nation who has gone against their plan has been slandered then assassinated. It is sad that the people of my country, America, have been so dehumanized. I cannot help but think how irresponsible it is to be a part of a country with such a strong military machine at its disposal and not stay on top of our representatives and their actions. It is like having a bad dog and not keeping it on a chain. “All that is necessary for the triumph of evil is that good men do nothing.” I too, do not know what to do. I do know that the first step is to see the ugly truth and not deny its existence. Russia and China have had a long standing policy with regard to nuclear weapons where in they would not fire first. Obama, acting as yet another representative of the Rothschilds has set up several nuclear substations in the pacific theater taking an openly hostile stance against Russia and China. Both Russia and China have warned Obama to put a stop to his offensive actions. Obama did not heed their warning. Russia and China have now stated that they have changed their long standing policy and if they feel threatened will not hesitate to fire first. For those of us who do not have access to the very elaborate underground facilities capable of housing the important people of power for a very long time, this marks the end. Think of it as cleaning rats or roaches out of one’s house. I am pretty sure that is how the Rothschilds see it. May God have mercy on our souls.

      • They have been dropped all over the nation in different states. Not all 15,000 at one time in one place. It has been witnessed and reported but no one in the white house says a word as Obama and Pals are the ones authorizing it.

Let’s see,it is estimated that 10-12 million illegal aliens are living in the shadows,so it could be easy to hide or assimilate 15,000 Russians troop’s within our borders and we would not even now they were here until it’s to late to react. Could this be a good example of a sleeper cell? With so much mis & dis information around it’s hard to make an informative decision’s these day’s. So one has to let this administration action’s speak for itself. Are you better off today then you were yesterday,or the day before?   11. I have met many of these Russians. first off, they do not go off base wearing their uniforms. secondly, most brought here speak very good English. I actually bumped into these guys while looking for hunting gear. my grandmother is from the former soviet union and as such I do understand Russian when it is spoken around me. as soon as I heard one ask his buddy about an item in Russian I knew who they were. understand the average Russian tends to stand out in florida as most look like count Dracula. you don’t get much sun in Russia and when they first get here they stand out because of it. they freaked when I walked over and introduced myself in Russian. guess they thought I was secret police but after they learned my grandmother was from minsk, they lightened up as their commander grew up just a few blocks away from where grannie lived. just so you Russian troops have been coming here for more than ten years. most show up, train for a few weeks, then are shipped back home. I do a lot of work on military bases and so far it appears only navy and air force bases get the vast majority of them.

    • I’ve heard people speaking Japanese in the United States. Does that mean Japan is sending troops to take over? I’ve spoken extensively, with people from Brazil and Portugal, in Portuguese. Does that mean those 2 nations have sent troops to take over? I guess anyone that speaks any foreign language at any time within the US is here to take over right?

      What about the Brits in the country?

    What you are seeing is FEMA finally learning from past experiences – and is now making the necessary preparations required to handle any conceivable national emergency in the future.

    For all of you Chicken-Little’s – When your home/community is destroyed by fire, flood, earthquake, tornado, hurricane, war or whatever – who are you going to look to for food and shelter?

    Possibly FEMA? Remember the emergency housing fiasco in Louisiana? How much waste there was? It will not happen like that again, because FEMA now has our Backs!

    Thus the FEMA Camps, AND the Survival Food, the Checkpoints, even the Ammo to protect YOUR private property after evacuation.

    This is more a request, for years floating about the net was a picture of three Royal Marines at the gate of Camp Pendleton I think it was on more the milita anti NWO sites. Well I was the chap on the left smiling in the direction of the camera. The article was in a similar vein to this but was set in 1995. It would be great if of the grid or one of you readers can rememeber it and post it here.
