All gun purchases in California, including those made by home dealers, will be recorded on video if a state assemblyman gets his way.
AB 2459, sponsored by Assemblyman Kevin McCarty (D-Sacramento), would require a video recording of every firearms transaction.
“To start, AB 2459 will ban all home [Federal Firearms License] dealers,” a press release from the Firearms Policy Coalition states, referencing private individuals who use such a license to sell weapons as a home business. “… There are hundreds of them in the state, and they may serve areas where a traditional brick and mortar store wouldn’t prosper.”

Dealers that did not videotape purchases would face fines for each sale they did not record.
To make matters worse, AB 2459 imposes insurance and video surveillance requirements that could drive many brick-and-mortar gun stores out of business, the Firearms Policy Coalition says.
“AB 2459 mandates a first in the world form of insurance — an unobtainable policy that covers the criminal acts of second, third and fourth parties using a firearm or ammunition from the store in question, even if the retailer is in fact the victim of the crime or if the gun or ammo was stolen from the store,” the press release says. “No gun dealer in the state will be able to comply with these insane requirements.”
The bill is scheduled to be considered Tuesday.
