In a move sending shockwaves across the geopolitical landscape, Grand Ayatollah Naser Makarem Shirazi—a senior Shia cleric in Iran—has issued a fatwa declaring that anyone who threatens Iran’s Supreme Leader, Ayatollah Khamenei, or other top Shia clerics, is an “enemy of God.”
Under Islamic law, this label carries the death penalty. The fatwa specifically condemns threats from “the criminal American president” and “the child-killing Zionist regime,” referring to former U.S. President Donald Trump and Israeli Prime Minister Benjamin Netanyahu. According to Shirazi, Muslims worldwide must make such enemies “regret their words and mistakes.”
The fatwa is not symbolic. It echoes the infamous 1989 edict against author Salman Rushdie, which led to multiple assassination attempts and a near-fatal stabbing in 2022. This new fatwa, however, names actual world leaders and invites global jihad-style action, escalating the stakes far beyond literature or free speech debates.
Internal Fractures in the Iranian Regime
Unusually, Iran’s own foreign minister contradicted the religious leadership on national television. Abbas Araghchi admitted that the U.S. airstrikes on Iran’s nuclear sites caused “excessive and serious” damage—directly opposing the religious establishment’s downplaying of the incident.
In Iran’s authoritarian structure, such dissent is rare and risky. Typically, high-ranking officials who break ranks with the clerical leadership face swift and brutal consequences.
This public fracture between political and religious elites may signal deep unrest within the regime. Some analysts interpret it as evidence that the mullahs feel cornered. Facing internal dissent, ongoing protests, and international isolation, the ruling class could be trying to incite a broader Muslim uprising and draw in allies like China, Russia, and North Korea to stabilize their collapsing power structure.

The implications of the fatwa are staggering. By defining Trump, Netanyahu, and their supporters as enemies of Allah, the clerics have activated a theological kill switch. Historically, such edicts have incited lone-wolf terror attacks and mass violence.

While Iran has always maintained networks like Hezbollah, the fatwa elevates religious obligation to violent action. If even a fraction of Iran’s sympathizers act on this edict, the results could dwarf previous attacks.
